Shy guys are usually really outgoing with the girl they like in my experiences. o_o ( I used to be a really, really shy guy in middle/high school ).
sometimes they wont really know how to go about hugging a girl. If they even know how to flirt, its probably like friendly teasing and stuff like that.
It depends on the guy, some will flirt, some will ignore, some will hug them. I'm afraid to flirt with a girl i like due to my shyness. I'll usually just kind of do it without realizing it.

i'm shy. if i like a girl and go and talk to her, i'm actually pretty nervous. i try to act cool, but usually come off as a loser. but they laugh at that and everything works out from there.
Subtly? It's not like they don't want to most of the time but that they feel like they cant. Lots of times they'll try to get your attention w/o doing something too bold, afraid to make mistakes.
I am a very big flirt but when it's a girl i actually want i don't talk to her. So it could be a good sign, go up to him and call him out.

They don't flirt really for say. Not ignore just short answers really. No they don't say hi unless they build up the courage. If they hug you then they really like you and yes very hard to do.
Sit for a minute and imagine the worst case scenario. You go up to tell her you think her dress is cute. Her older boyfriend jumps out of an alley and yells at you then slams you against a wall her friend freaks out and calls the cops and they haul you and the boyfriend both off to jail and then you two get broken out by aliens so they can experiment on you and they end up take your dna and create a mutated child who grows up to assassinate the president. All because you wanted to tell a girl you like her. But make up your own story and tell her that :P
