I think that, before you do anything else, you should come out to him as being gay. If he truly is your friend, he'll accept you for whom you are no matter what; if he himself is gay or bisexual and is comfortable admitting it to you, he will.
You should both take the time to get to know each other better before you pursue romance with him. If the two of you were meant to be an item, you will be in the end.

For flirting you have to engage him in the process. Find out what he's interested in and start from there. One of my favorite flirting texts is something that starts off making sense then dissembles into weird abbreviations and then gibberish. It gets his interest up in what you were saying and then he has to get back with you to find out what you were talking about and then you can be coy and act like you don't know what he's talking about or maybe that you forgot. Make him finish what you were saying then say no, that wasn't it.
In person you got to have confident eye contact. Practice in the mirror. Once you get his eye contact look at something funny or sexy, get him to follow your eyes. Humor is a great way too, insert a naughty implication in a normal statement as a joke. Good luck!!
